You don't apply tourist visas for your inlaws. As applicants, they apply. 

 

If there is a name error, they should look into having the names corrected with the document-issuing authority before applying for visas. 

 

You could help them fill out the ds160, but other than that, nothing else to do from the US, no documents are would be needed.

Get your documents corrected first with the correct information, then Have them apply for the tourist visa, you do not apply.
