Both.  You have to pay for the IV fee and affidavit of support at NVC (about $445 total) once your visa is approved you pay the green card fee (220).

Shuttle times are in coordination with the interview times and start operating about 30 minutes are so after the doors open.  Give yourself plenty of time to catch the shuttle the ride to the embassy isn't long but the last time it parked for sometime until clearance through an area was complete.   There is no other way to reach the embassy.  The shuttles in the morning are pretty full so I felt that everyone on there was going to the same embassy but in the afternoon we picked up from other embassies so I don't believe they are embassy specific per say.

Pros:  Immigrant more likely to fully understand questions

           Immigrant might feel more at ease

Cons:  None

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

There is no disadvantage of selecting Urdu for immigrant Visa. I would suggest to go with Urdu even if you can speak English, just to be on the safe side to fully understand interview questions.
