"I deem it necessary for Mrs.......to be in the presense of her closest relatives." makes it sound like she is expected to pass soon. It's a phrase that suggest that family needs to gather and say goodbye, though that is my interpretation. 

 

I don't think I've seen an emergency advance parole case that required medical records.

From the USCIS website, they do suggest medical records  documentation...having more than just the doctor letter wouldn't hurt since OP appears to have access to the records, and wants to do this through an infopass:

 

Emergency Advance Parole Documents

If you are experiencing an extremely urgent situation, you may visit your local office to request an emergency advance parole document.  When visiting a local office to request emergency advance parole, you should bring the following items:

  • A completed and signed Form I-131, Application for Travel Document
  • The correct I-131 filing fee
  • Evidence to support the emergency request (e.g. medical documentation, death certificate)
  • Two passport-style photos.

Doesn't hurt but it's not necessary. Don't know if they require more if you send them in rather than going to the local USCIS office. I went to the local office with a doctor's note and got it without any further questions and the note only had two sentences.

No, since it's been a while since you sent them in you will not have to pay. I went to the local office the day after a received my case number and they couldn't find it in the system but they could clearly see that I had an application. I had to pay for mine. I didn't have the strength to argue with them at that point.

But...if they saw you had an application.....makes no sense.....sighs.....

 

I totally understand not wanting to argue with them about it----obviously you had bigger fish to fry at that point!

Yeah and my brain was fried. I received the letter on the 20th but didn't get my case number until the evening of 23rd (a Sunday). Went to office on the 24th and got my travel permit and left the US a couple of hours later and arrived in Sweden on the 25th. Arrived at my parents house about an hour after he had passed.

I have no idea what to say in response to that.  "I'm sorry" doesn't even begin to cut it.

Yeah it was hard. But I kind of feel like he was holding on for so long waiting for me and then when he knew I was in Sweden he probably felt "okay, she is home to take care of her mother, I can let go now". Sure my brothers were there but they're both nurses and were more focused on dad at that point. I also got to say goodbye to my dad on the phone during one of his last lucid moments which also felt really good. 

 

So thank you. I know it sounds weird but even if it's just on a forum like this, it feels good to talk about it :) On the 25th this month it will have been 3 years since he passed.

Yeah I know... 

 

I think the way that the doctor has worded the letter might be enough to grant him an expedite. It's a matter of interpretation though.
