Just to clarify my last post (since it's beyond editing time allowance)....I know infopass agents don't adjudicate the i-131, but I would expect the question to come up during the appointment, if even out of the agent's own curiosity.

 

Honestly, it does appear (based on how your OP is written) like you're now trying to find a work-around due to having already booked tickets. 

USCIS may see it that way too.

I am going to be honest and say that back then my information was that it takes about 90 days, so I thought for sure that I would be able to travel soon if my mothers conditioned worsened.

You jumped the gun on purchasing tickets. Never buy tickets until you have visa/travel permit in hand. Just check if you can re-book the tickets. You have no reason for expedite.

The letter from the doctor may help you in proving your case for an expedite----would also depend on whether actual medical records are attached, or it's just the doctor's statements without medical evidence to back your claims.

 

The letter from your mother probably won't have much impact, if any.

She does have medical records, none of them are in english though.

You'll definitely need to get them translated, then.

USCIS needs to be able to read what you are submitting with your expedite request, assuming you are also submitting medical evidence/evidence in regards to your humanitarian claim.

yes the doctors letter is in english and in my first language.

Like others have said, you can try to expedite it, doesn't hurt; but be prepared to either leave without AP or cancel that flight because even expediting it, 16-17 days is awfully fast. With an expedite I'd expect 30 days minimum but again, can try.

Does the doctor's letter include a prognosis of her condition?

It does say that the disease is incurable, however it does not say that it is terminal at this point, cause that would be a lie.

Without revealing personal info----what exactly does the letter say in terms of you NEEDING to travel right away to care for her?

in short it says : due to the very serious progression of Mrs....... disease, I deem it necessary for Mrs.......to be in the presense of her closest relatives.

Presumably you have no siblings who live in the same country as your mother---or she has no siblings of her own who can provide support/care in the event you cannot travel until later on?

 

In any event, you will need to submit more than just the doctor's statement.  Generally medical records.

I don't think he needs them. The letter is formulated as to sound like she is dying. "I deem it necessary for Mrs.......to be in the presense of her closest relatives." makes it sound like she is expected to pass soon. It's a phrase that suggest that family needs to gather and say goodbye, though that is my interpretation. 

 

I don't think I've seen an emergency advance parole case that required medical records.
