1) I-130s cover spouses, children, parents, and siblings. The I-129F only covers a fiance/fiancee (barring the obsolete K-3/K-4 processes).

 

2) If referring specifically to spouses of a USC...

* Because more people choose to marry then immigrate.

* One can marry anywhere and start the process. A K-1 requires marrying in the US within 90 days, and many people may not want to do a wedding in such a timeline, or cannot have family members attend the wedding.

* A CR-1/IR-1 is superior to a K-1 in nearly every way, with only a couple more months wait.

* The I-129F can be used for both the fiance/fiancee as well as their children, whereas a separate I-130 is needed for each stepchild.
