How long (overall time)? F2A

Good morning everyone.

I couldn't find that information anywhere, so I have a question regarding the summary (overall) time which will probably pass from filling a I-130 petition for a husband (who lives in USA on non-immigrant visa) while being LPR until him receiving his green card.

I am aware that there's visa bulletin and for now it's 1 year 11 months of waiting time only to got a free spot.

But what I am asking is th OVERALL time. So does it mean that after 1 year 11 months he will get his green card in his hands, or does it mean that after that time he could START his journey with USCIC, waiting for interview etc? Or this time can "contain" that other stages (security screening etc) ALREADY in it?

I'm asking because I was an immediate relative of US Citizen and STILL the whole process for me to get a green card took about the whole year (USCIS stage, then NVC stage, etc).
