I don't have my green card when filling I-751. Is that a problem?

Hello guys, I'm in the process of filling I-751. They mad a mistake on my first card, so I had to send it back and they never sent me a new one, so I got I-551 stamp in my passport. 

 

I know it says you have to include the copy of the green card. Should I mention something in my cover letter maybe? 

Also, am I correct that I have to send $595+$85=$680 filing fee? I didn't know if the biometrics fee is necessary when they may not request it.

Send a copy of your I-551 stamp, and an explanation.  You need to send $680.  When they waffle about whether or not biometrics may be necessary - they mean for the USC.  If you are the petitioner, YOU will have biometrics.

Hi again!! Whoa!! That's exactly what happened to my first GC as well! I've never gotten a new green card back even though I've sent two I-90 applications 🙄 Thank god I had made a photo copy of the GC I received with the wrong information on it before I returned it so I could use it for my I-751. What did you end up doing? I hope all is well!
