I definitely wouldn't say the officers lied.  What you could do is have your husband dialog what did happen.  Address the NOIR by stating there must be some type of mix up and for each point write your husbands recollection of the happenings.  Compile your evidence in an organized manner and take all to an attorney for a consultation (maybe even two attorneys).  Consult can be around 150 to 250 depending on the attorney and is at least worth the advice if nothing else.    The attorneys can  look over what you have and give you their thoughts.   Because of the complexity in the case I think it's really worth it for you to talk to an attorney before you send your rebuttal there isn't much time they may have some advice that you can not get from VJ.

sorry to hear what you went through you can do it your own get letters from your parent and brothers sisters if you have any of why they could not attend to your wedding its better to be natorized, and collect evidences that show they are wrong, good luck to you

Hello everyone I would like to give an update on my situation I submitted my evidence to USCIS on July 24th they sent me a notice stating that they received my information and will start to work on my case again on July 27th i did not use a lawyer I addressed noir myself August 15th I receive notice online stating that my case was sent to State Department for Visa processing I had to call to be sure because I was expecting for the website to State the case have been reaffirmed when I called USCIS they told me that they reaffirmed the case on August 10th and that the online system has been having a problem with updates so my case has been reaffirmed now I'm waiting for it to get back to the Embassy does anyone know the procedure after the national visa center sends it back to Embassy

A new interview and if the medical has expired, a new medical.  Reaffirmed does not guarantee a visa but the Consulate needs a new or additional reason to deny.  If denied because they think the marriage is for immigration purposes only, they must have additional evidence to support that finding.

Facts are cheap...knowing how to use them is precious...

I was following your case and is very happy to see that you got it reaffirmed in such a timely manner. You should be proud also that you did it yourself. Congratulations.

Thank im happy God vindicated us  and i did not have to pay for lawyer. Because  as I was stating  what was listed in the noir was not true. Do u know process after it gets to embassy do we need new medical i know we need police clearance again.

Can you share please the letter you got from USCIS to see the questions they asked / the concerns they had?

Most likely a new medical will be needed. You should contact nvc to see how to proceed.
