It does matter, because questions can’t be properly answered without a proper udnerstanding of what visa process he’s planning to come through. You’re obviously not going to tell us what the condition is which matters even more, because some are inadmissible and others aren’t.

anyway as boiler indicated,he’ll be able to discuss it with the doctor evaluating him if he gets as far as a medical for an immigrant visa, we clearly can’t give any proper input on a vaguely phrased possibly hypothetical question.

You can't just apply for green card just because you want to live and work in the US.

You seem to be missing what so many people have pointed out. You can't just GET any old green card and be able to work and/or live in the US. You must first apply for the applicable visa. And by "applicable", I mean there are multiple types of visas and not just a "one size fits all" visa. And each visa has varying degrees of procedures, forms, eligibility requirements, and in some cases, medical requirements. If your friend doesn't even know what visa they would be eligible for or try to obtain, I suggest they do that research first before asking the more specific questions. Based on the information provided so far, I don't believe anyone here can say yes or no to your primary question.

Hi Anna, it seems like you are Dutch based on the automatic translated texts. So I'll answer in Dutch and English so there won't be any translation issues.

 

Je kunt pas een groene kaart krijgen nadat je een visum hebt gekregen. Een groene kaart is een verblijfsvergunning, maar om er te mogen blijven moet je er eerst komen. Om er te komen heb je een visum nodig. Er zijn maar een paar soorten visums: werkvisum, verloofdevisum, studeervisum, reisvisum ect. Niet alle visums geven toegang tot een verblijfsvergunning. Een reisvisum is bijvoorbeeld niet bedoeld om je permanent te kunnen vestige in Amerika. Vanuit een verloofdevisum kun je wel een verblijfsvergunning aanvragen.

Om te kunnen beoordelen of jouw vriend kans maakt op een verblijfsvergunning met zijn psyhisch problem moeten wij eerst weten op basis van welke visum hij naar amerika denkt te kunnen gaan.

There are only a few different kinds of visas: workvisa, fiancé visa, study visa, travel visa, ect. Not all visas allow an application for a greencard. A travelvisa is not meant to stay permanently in the united states. From a fiancé visa you can apply for a green card.

To determine wether your friend is able to get a green card with his mental health problem we need to know which visa he is applying for.
