My line of thinking is that you already are a citizen, and you just need citizenship evidence (a U.S. passport in this case); see https://ca.usembassy.gov/u-s-citizen-services/citizenship-claims/. The page mentions that her U.S. passport is "Evidence of U.S. Citizenship of Parent(s)." But it also mentions that you need to submit "Evidence of your parent’s/parents’ residence/physical presence in the United States." Based on what you mentioned in your first post this might be difficult to provide.

The info from the FOIA can also help your mother fill out the Affidavit of Physical Presence or Residence, Parentage and Support.

So the n565 can take up to 6-9 months. This is AFTER I go through the FOIA process which I don't know how long that takes.

 

I live in Toronto, my mom in Vancouver. If she booked an appointment in, say, Seattle, would she be able to get her naturalization certificate right on the spot by going into Seattle?


My question is, would it be faster to book an appointment to physically obtain the certificate, or would be be faster to go through the FOIA > N565 route? I have a feeling it's the former but I'm not sure...

Or you can try contacting San Rafael, CA immigration lawyer Andrew Bartlett. I had a free ~15 minute call about my immigration status options and he was very helpful.
