Doubtful.

Also, since you mentioned his profession in the original post---him being a police officer won't make a difference regarding her chances of approval, either.

I mention it because yeah, I think it should matter that he is a policeman, they can get fired for covering up for illegals, so no chances of staying in his house as an illegal. So apparently if she wanted to sneak in the country illegally shed probably say she's going to the vacation in Florida or go to Mexico and pay coyotes rather then ask if she can come and stay in police officer's house.

Not only is it highly unlikely he’d be allowed, it would also seem to smack of desperation that seems way overboard for a tourist visa. (Assuming he’d have to travel to Ukraine to do it?)

My advice first and foremost would be to not reapply right away since she was *just* denied.  Doing so shows a level of desperation to travel to the States and will likely result in another denial.

If she is able to fund her own trip financially, then she should state so on the form.

All else fails, thankfully you have the option of travelling to visit her since there is no advice anyone can give you that would guarantee an approval.

Probably it does make sense to wait at least a month and next ds160, make sure she puts she is paying for everything.

What was really wierd is the CO saying that my mom "maybe can get a visa" once I'm a citizen. There's no any rules like that right? GCH can  have family visiting?

As mentioned before, an immigrant visa.

Well we have trip planned for August anyway.

Then it makes even less sense in a way. CO: “well, your daughter and son in law are here visiting you anyway so why are you so desperate for a visa you drag your son in law along to the embassy? It’s not like it’s years since you saw them”

Anybody can get in trouble for knowingly harboring somebody who is in the US illegally.

Nobody can ensure a visitor will leave the US before their I-94 expires. This is the main consideration, not who will house them.

Does he work for a Sanctuary City? Seen plenty of people with Government jobs who are sponsoring illegals.

Too bad there's people that stay illegally and then all the rest have to be treated as potential criminals.

She should wait at least a year before applying for a tourist visa again.  We have a friend with better ties and financial status than your mom and he has already been denied a tourist visa twice.  He was told "try again in a year and we will see".  The CO obviously believes your mom has immigration intent and that's why he said that.

For those of you who had comments about the mom being a doctor should be able to afford to pay for her own trip, in Ukraine doctors are paid a pitiful amount of money.  It's completely opposite of the US.

So a 4 week vacation in the US would not be normal?

Ukrainians get more vacation time and holidays than Americans.  Know lots of Ukrainians visiting EU countries for a total of 4 weeks or more throughout the year (but not all at one time).  Due to the distance/cost to travel to the USA, extended vacations would be considered normal.

Yet, OP mentioned her parents own 2 houses and a piece of land as well as two cars. Makes them sound fairly well off, unless that kind of property ownership is common amongst Ukrainians?

They probably are well off compared to the average Ukrainian family.  It's quite common in Ukraine to inherit houses/land from parents.  I'm sure OP's father works too.  The point I was trying to make is that most Americans think all doctors are paid well.  In Ukraine, they are not.  Also, the cost of living here is a fraction of what it is in the USA.

Also, the value of homes can be quite low depending on where in Ukraine it is.  You can buy houses cheap in villages.  The standard of living and prices are quite different from the USA.  A retiree in the USA would probably have some difficulties living off only social security.  With that same amount of money in Ukraine, a US retiree could live very well.

CO most likely mentioned that because she is eligible to be sponsored for a GC once you become a citizen---and was just giving that as an option for you to consider that in the future.
