04/11/08 Case was transferred to VSC, showed online

I don't think you can apply for that on a tourist visa, unfortunately. I think for that to be valid, they have to be in their home country and do the petition process just like a K1/2. You could also visit the other threads on the forums that may have a better idea.

You can apply for adjustment of status once your wife becomes a US Citizen without your mother-in-law having to return to her home country.
