It specifically says NOT to include an immigrant sponsored on a separate visa petition.

For the joint sponsor, I would NOT include your wife on the stepdaughter's I-864. Also, I would NOT include the stepdaughter on your wife's I-864.

so my wifes affidavit should look like this ^

and my step daughters looks ok?   sorry ....this is a bit confusing says 1 for spouse but already counted on her affidavit on #29........ Is the NVC really that particular with this  if my cosponsor can probably sponsor 10 immigrants with his income?

Yes you will count your wife on your step-daughter's aos but not your step-daughter on your wife's.  Until the step-daughter immigrated, she is not directly your dependent.

That is correct.  However, on the step child's affidavit, one less child will be counted and the spouse WILL be a 1 instead of a 0.  The total will be the same.
