So I am trying to get a copy of my marriage certificate from ecensus online in the Philippines. Since I was married in the US, it requires me to provide the ffg: 

(1) REFERENCE NUMBER

(2) DISPATCH NUMBER

(3) DISPATCH DATE

(4) TRANSMITTAL DATE

 

Which I understand can be obtained by calling the DFA. I tried calling all the numbers listed on their site but it wont work. Any one who has called before? Which # did you use? Thank you! :)

9/4/2014 - Package sent to USCIS in Texas
9/12/2014 - Received NOA 1
10/19/2014 - Received NOA 2
10/31/2014 - Received Manila Case number
11/5/2014 - CEAC status updated to Ready
11/14/2014 - Paid Visa fee via BPI
12/3/2014 - Received Packet 3 from US Embassy Manila
1/13-14, 2015 - Finished 2 day medical exam at SLEC
2/9/2015 - US Embassy Interview done and approved
2/12/2015 - CEAC status updated to Issued
2/18/2015 - Picked up passport with Visa from 2Go
3/16/2015 - CFO
4/19/15 - POE
6/16/15 - Got married! ❤️

Those numbers should all be notated on the copy you  got back after completing ROM

 

 

Besides the consulate should be happy with copies of the copy you got back after filing ROM .. for renewing your passport.

Attached is a screenshot of their response to me. I forwarded the following details to the e-census people via email. Then they mailed me a physical PSA issued report of marriage after 3 weeks via PhilPost (Manila to Boston).

Incorrect, it's not in the ROM. Actually, the ecensus website explicitly states that you can only request for the following details 3 months after you send your ROM to PSA. Those details are issued by the PSA not by consulate, hence the 3 month wait.

Timeline

For renewing the passport in one's married name the copy of the Report of Marriage form that was returned with all the reference number (notated at the bottom with the new form) and consulate stamp is accepted by the Philippine consulate.

 

If you order a copy of your marriage certificate from PSA you will discover it is simple a copy of the Report of Marriage form .. same as was returned to you by the consulate.

This was what was returned to me by the PSA. It's basically identical to the ROM I filled out and submitted to the PH general consulate but what PSA returned is in yellow paper. It doesn't show any of the required details on the bottom of the page. The blackened areas do not match what was emailed to me. Maybe, you should show a picture of the ROM returned to you by the PH GENERAL CONSULATE as proof that it shows the details being asked.

Ours is the old form and the reference numbers section is on the right side, new form the section is at the bottom.

Notice at the bottom of the FOR OFFICIAL USE ONLY (section) there is space - that will have the reference numbers after it is returned by the consulate.   On the new form the FOR OFFICIAL USE ONLY is at the bottom.

 

 

The copy that was returned by the consulate after the Marriage was recorded is accepted by the consulate for renewal of passport in the married name.   My wife used the completed ROM form to renew her passport in her married name, as have many others.

 

No need to order a copy from PSA.    If in the Philippines .. different story, there DFA will want the PSA copy.  After naturalization .. my wife completed her passport application after obtaining dual citizen while in the Phils.

Report of marriage forms recently (I

I googled and looked under the images tab) have a very different format nowadays. Mine is very different from yours obviously. The ROM returned to me by the PH General consulate does not have what ecensus is asking. Which is why the FAQ makes sense because the information is not in the ROM (at least with my format, and maybe for others too)

 

Once PSA gave me what E-census wants, they mailed me my ROM certificate in yellow paper from Manila to Boston in 3 weeks.

And yes, I can use this to renew my passport in my married name as confirmed by the consulate outreach coordinator.

I have one more question: I noticed that I can order my marriage certificate via https://www.psaserbilis.com.ph OR https://nsohelpline.com. I think the NSO one only delivers in the Philippines. I am planning to have mine delivered to my mom's address in Manila...is it better to go with NSO or PSA Serbilis?

Same here! I guess not many know this is the route to take and that they're not swamped with requests so they respond so fast (for Philippine government standards, it's amazingly fast, right?!) Lol

 

I would recommend having them (e-census) send the document to your mom and have her FedEx or LBC it to you so you can track it. I used their free PhilPost shipping but didn't get a tracking number (I didn't insist further kase "nakakahiya naman" they were already bending over backwards with my many questions via email). Mine did arrive after 3 weeks with regular PhilPost. If I need to request a ROM again, I'll have a relative mail it to me via FedEx so I can track it. :)

NSO is now PSA .. has been for years now.     Only way to order online is with PSA Serbills

Hello! I hope anyone can help me here… so my husband and I got married in France this year. Now that we are back in the Philippines, we want to register our marriage. We have received the ROM all the way from the Philippine Embassy Paris. My husband went to the PSA yesterday but they informed him we need to go to DFA to get a dispatch number. How do we get this dispatch number? What are the requirements and do we really need to go there in person?

You have revived a very old thread so much of the information above is outdated.  To get the details you are requesting for a ROM filed with the Philippine Embassy in Paris you would e-mail oca.crd-eu@dfa.gov.ph with a scan of the ROM the Embassy returned and ask them if the "Transmittal Details" are available yet.  They would usually reply in one or two business days.   That is what PSA is asking you for.
