“FINAL ACTION DATES.......”: is used to schedule consular interview in the embassies and AOS interviews in the US. Only after that cut off date one can be approved for a GCcwithin US or stamped a visa at the embassy. If uscis follows this table for a give month, people in the US can file for AOS.

 

”DATES FOR FILING.....”: If uscis is following this table for a given month, people in the US can file for AOS.

 

So, one in the US waiting to file for AOS need to look at uscis visa bulletin to see which table is in use by uscis each month.

2016-07-07: AOS and IV Package mailed

2016-07-08: NVC Scan

2016-08-08: Case Complete

2017-06-30: Interview, approved

2017-07-04: Visa in hand

2017-08-01: Entry to US

Hi. You should watch for both chart. The date of filing is the time that you can start to process, pay fees, submit documents to NVC  etc. and if there is no lacking of documents you will receive the case complete letter meaning you are on que for the visa interview and that depends on Final action date chart. What's your priority date by the way?

Hi. Thanks a lot for your response. My priority date is 3rd January 2005 and it became current on March 2018 Visa bulletin in the  "DATES FOR FILING" chart. But in the final action chart it is not current yet. In the latest visa bulletin of July 2018, 15th November 2004 is the current in the final action date chart. I have received the case completion letter on 14th of May,2018 which mention that "The applicant is now in the queue awaiting an interview appointment overseas, where a consular officer will adjudicate the applicant’s visa application.........  NVC schedules appointments one month in advance.  The U.S. Embassy tells us what dates they are holding interviews, and NVC fills these appointments as they become documentarily qualified.  Most appointments are set within three months of NVC’s receipt of all requested documentation.  However, before applicants in a numerically limited (preference) visa category can receive an appointment, their priority date must also be current."
