When NVC is close to sending you your welcome letter, your choice of agent and AOS fee will unlock. Once you select the agent and pay the AOS fee, immediately call NVC and ask them to review your choice of agent so that they will unlock your IV fee. Pay it. Wait at least 3 days to show PAID and your IV application will unlock. You may have to call them again if they are slow to show PAID on any of your fees.

This is gold information!! I’ve been told to run fill out the DS261 but it didn’t let me do anything..now I know why. Hope I get that letter soon

In my case, i did not got any welcome letter but only my case number and invoice # which was emailed to me. I called NVC why I didn't get any letter, and they also wondered why. 

They said as long as I was able to log in and pay then it's legit. Did any one had the same case as ours? The email was from "National_Visa_Center@state.gov". which is uncommon to me because usually it's simply "NVC@state.gov".

I got my invoice # and case # when I called but my welcome letter came from AskNVC@state.gov
