Yes you can send AOS/IV package while IV fee is in process. You do not need the receipt. I sent our package while IV fee was in process

You can send it out but will not be touched/scanned until you have completed your ds260

I just called to try and confirm my scan date and the woman on the phone just kept saying, " We received your documents on July 3rd, I can see in our system that your documents are in line to be reviewed" I kept asking if they were scanned in and she just repeated the same thing. I'm going to assume that July 3rd, the day they say they received them is my scan date.

I have the same issue, they just keep repeating that they received the documents on 28th june and it takes 6 weeks to be reviewed.

Our case is pivot. All documents were submitted on 27-Jun.

We got a message in CEAC on 9-Jul that AOS documents (all three: I-864, Tax Returns ans W-2) are not clear to see and required to be re-uploaded. But - and here it gets more interesting - only I-864 is rejected, W-2 and Tax Returns are accepted.

What should be our action: re-upload all of them or only the one that is rejected?

actually if you go back in right now, if they accepted W2 and tax returns you cannot upload it again. You can only upload documents they rejected.  Better off giving them a call
