It depends on if the OP qualifies.  They can try certainly.  The USCIS is what makes DCF possible btw... consulates and embassies without USCIS offices don't offer DCF

Reason we saying DC is because it will be way faster then going through USCIS . USCIS process is slow now.

Problem is, one needs six months of continuous stay and I need to be resident in India for DCF.. I had called the USCIS office regarding this a couple of months back and I remember that they had told me that I cannot apply if I am on a tourist visa. I will check again though.

Couple of procedural questions guys... I am currently unemployed, so in employment history do I leave the Employer address fields blank, or put n/a in them, or put my residence address ?

Also, my last employer has moved to another address than where they were when I was working for them.. should I put the old address or the new address in the employer information section for this employer?

Doesnt hurt... but it's fine to file from abroad too when just visiting.

Interpret literally.  If unemployed, you do not have an "employer address".  Just leave it blank.  The form doesn't allow entering N/A.  If you didn't know your former employer moved, what would you put.  Answer the question directly, with address where YOU worked or the company's address on the paychecks you received.
