NVC - Rejected Document

Hi,

 

I got a case update today stating that my Police Certificate ( for South Korea) was rejected. The message sent was "This document does not fulfill the necessary requirements. Please replace this with an acceptable police certificate. For information regarding an acceptable police certificate, please use our Document Finder at https://nvc.state.gov/find."  However, when I went onto the department of state document guidelines for South Korea documents. It indicated that the police certificate I initially submitted was indeed the correct one. Anyone know what to do in this case of why it could have been rejected. There is a slight discrepancy in the address on the DS260 and the certificate due to translation and it was issued in 2016. However, I got the background check the month I left Korea and moved to my current residence in Europe so it is still valid. It is one of three police certificates I submitted and was the only one that was rejected. How should I go forward with this?  They didn't exactly say why it was rejected.

Not if he hasn’t been back there.

 

Important: Police certificates expire after one year, unless the certificate was issued from your country of previous residence and you have not returned there since the police certificate was issued.

Right. I guess I misunderstood the post. Wasn't sure where they're residing.

OP, any update on this? Did you manage to get more info from NVC?

 

My husband and I are currently scrambling to figure out what police certificate is required by NVC. In the reciprocity table, it clearly states that the more thorough background check is UNAVAILABLE to individuals currently residing outside of S Korea, and that an alternate document is a Criminal Record Check that might be obtained through a S Korea embassy.

  • South Koreans and foreigners living outside Korea can obtain a police certificate at a Korean Embassy or Consulate. The requestor should download the police certificate request application from the official KNPA website at minwon.police.go.kr (accessible by clicking on the “civil format” link under the “customer center” tab) and apply for the certificate in person at a Korean Embassy/Consulate.

We did not get any background checks before leaving Korea, but it sounds like you must have gotten the more thorough check ("Criminal (Investigation) Records Check Reply ‘For confirmation of investigation card materials (including lapsed criminal sentences)’").

Any help with this would be greatly appreciated, as we had originally just planned to get the police cert from the Korean embassy in Dublin, and now we're worried that's not sufficient for NVC (even though the DOS says it should be). Help :(

2018/07/09 -  (+11 days, 200 days) NVC received petition (had to call 7/11 to confirm). PIVOT case.

2018/08/01 - (+23 days, 223 days) NVC case created/case # received (email); AOS and IV fees paid.

2018/08/03 - AOS package submitted

2018/08/04 - DS-260 submitted.

2018/08/06 - (+5, 228 days) IV civil documents submitted.

2018/08/13 - (+7, 235 days) Case Complete "At NVC," and "Documentarily Qualified" CEAC message w/emails. Message to delete and reupload I-864 files (need to be uploaded on the same day) at 2 p.m.

2018/09/14 - ( +32, 267 days) Received Interview Appointment Email

2018/10/02 - (+18, 285 days) Interview at Dublin Embassy (PRAYING!) -- APPROVED 😍

2018/10/05 - (+3, 288 days) Visa "Issued" on CEAC Case Tracker.

To give you an update. The NVC got it wrong and I sent them a letter stating how the police cert met all the prerequisites as delineated by the department of state. It was not that I submitted the wrong cert but that some of their staff seem to be ill-informed (or trained) of their own rules.  Yes, I obtained my police certificate whilst I was in Korea. This is the one you are looking for

You should be able to get this form from the embassy in Dublin. I would print out that sample and bring it with you though as there have been times were the Korean Embassy issued the wrong check (the one without lapsed criminal sentences). To get the check in Dublin you have to fill out an application form which is on the Korean embassy in Ireland website and bring it with you in person. Make sure to stress you need the one including lapsed sentences. Let me know if you need any more help.

Ah, ok, I'm glad they eventually accepted your document!

 

However, you've highlighted our current issue. The certificate you obtained in Korea is not available outside of Korea, not even through an embassy. The Korean embassy in Dublin can only issue a police certificate, not the "Criminal (Investigation) Records Check Reply ‘For confirmation of investigation card materials (including lapsed criminal sentences)’." On the DOS site, it even says "Alternate Documents" and lists how to get a certificate from the embassy. But this is the Background Check (Criminal Records) Certificate (BCC), and we're just confused--DOS can't expect us to go to Korea or have someone in Korea obtain the CRC, and the website makes it sound like they *don't* expect that.

 

I'm so confused and going back and forth. We've contacted both the Korean and US embassies in Ireland, just waiting for responses. Annoyed that it never occurred to us to get the CRCs while we were in Korea.

Hello, same issue with me. i was living in china (shanghai and nanjing). i got PCC from shanghai and could not get from nanjing. from najing, university give a letter that i was studying there. so i merge shanghai PCC and nanjing and wrote a letter why i cant get PCC from nanjing. then i uploaded on nvc. but rejected document. can anybody help me?

They didn't give a response when they rejected the document? Unfortunately the State Department site doesn't offer much help. I would search on VJ for others trying to get records from China.

NVC did not give more details. Actually problem is that , I lived in Shanghai 1 year from aug 2013 to July 2014 then I move to Nanjing from sep 2014 to May 2017, when I was filling I-130 I just mentioned there Nanjing address and stay in china from aug 2014 to May 2017, and same in the DS-260 , I didn’t mentioned Shanghai address, now I submitted Shanghai PCC and Nanjing University letter(not Nanjing PCC) plus a letter why I can’t obtain Nanjing PCC so today at NVC uploaded documents I got China PCC rejected, and they didn’t tell the explanation . In Nanjing, my university is not issuing me PCC verification so I can’t get PCC from public security bureau .

Something similar happens to people who lived in the Middle East, like myself. It’s clear on the Travel State website that the PCCs are waived since Middle Eastern countries don’t provide it to non residents. Maybe you can call any official building in Nanjing and ask how they can help you.

Only one police certificate is needed for all of China.
