I received my b1/b2 us visa with annotations visiting Guam single entry limited validity. Can I still go to other state like California after 3 days stay in Guam with the same visa? or how if I change plans. I will use my visa to California instead of Guam.

Why the change of plans? The CO appears to have issued the visa based on certain facts presented...they don't normally issued such a limited use visa with an annotation like that.

 

The annotations are guidance for CBP, but not a requirement. If you try to use it elsewhere, you are playing with fire. It would be best to apply for a new visa with the new purpose.

Ok. So it's best to go with the original plans. How if POE Guam and then I will go to other state with the same purpose for tourism and pleasure.

Did you mention only traveling to Guam on the ds160 and the interview?  Did visiting California come up at all? 

 

If it is a specific annotation, it would strictly go by it.

Sounds like you are trying to bend the rules.  It would be safer to just apply for a new visa as suggested above.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Indeed

Also this wording is a bit wonky but it sounds like non-USCs or LPRs have to present a passport when entering the mainland from a territory like Guam.

looking further i found a comment from a poster on flyertalk (who used to be based in Guam) who stated "Guam is outside the customs territory of the US and therefore is considered an international flight for the purposes of customs and immigration."

 

So if OP thinks he's not going to have to show his passport/visa going to California, he appears mistaken,

  1. You will go through customs again, as noted above. I wouldn't be very confident in them just letting you through with that kind of annotation.
  2. You haven't addressed why the change of plans or what facts were stated to the CO.

Is it just me, or do the two in red above appear contradictory?  Would a flight from LAX/SFO/HNL be considered domestic or int'l?

The CBP portion seem  to be saying it’s treated as international IF you are not a USC or LPR (the same page advises both these to travel with proof of ID if usc and green card if LPR anyway, implying they may check). When flying to Hawaii, you go through a kind of customs check but it’s for agricultural stuff, not a full CBP inspection. But Hawaii is a state, not jist a territory,  that seems to make a difference.

 

the second bit is not official, just what some dude said that seems to explain the other
