Basic dictionary definition; asylee vs refugee. refugees apply at embassies, asylum seekers apply while they are already here.

Some official numbers from USCIS https://www.dhs.gov/immigration-statistics/refugees-asylees

2016 report https://www.dhs.gov/sites/default/files/publications/Refugees_Asylees_2016_0.pdf

Basically US accepts significantly higher number of refugees (85K) than granting asylums (12K). Top countries for 2016: refugees came from Congo, Burma, Syria, and Iraq around 10-15K each; whereas asylums granted to El Salvador, Guatemala, and China around 1300-1400 each.

Here are some numbers from currently pending asylum cases (March 2018) https://www.uscis.gov/sites/default/files/USCIS/Outreach/Notes from Previous Engagements/PED_AsylumOfficeWorkloadMarch2018.pdf

Currently over 300K asylum applications still pending. That's a lot of people to fit in the 12K green cards/year.

I think we can agree that those who have been granted Refugee status are refugees.

Speak for yourself please.  A refugee is a refugee. It's in the dictionary. What government A or B says about your status in their land only speaks to that bureaucracies view of their world and you may be a non entity if you never get to their soil to apply.

One only need look to the last few years in Burma or historic genocides like Armenia to see how governments can be out of synch with the plain English definition.

Intersting article.

Unclear why Mexico is not processing their claims.

The plain English definition of Refugee does not depend upon your application with any government. That may be  our immigration systems definition, but not Webster's.

but we are not talking textbook definitions here we are talking legal definitions and they are most assuredly dependent on the wording within the the government that is applying the law

If by textbook you mean Webster's dictionary, yes that is my source of the definition. If we put on our empathy hat on and think about a frightened parent taking their child away from a war zone, I would consider myself a refugee. If I am bureacrat or a bloviating talking head on CNN then yeah, I am going to spin it with the lawyers definition.

So why do you have such a negative view on Mexico, tens of millions vacation there from the US every year.

Then i have a future as a bureaucrat or bloviating talking head on cnn, immigration is a legal concept therefore it requires a legal definition when interacting. refugee itself is a codified status which is also a legal definition. you can choose to spin it as empathy by choosing to use the definition that supports your position but the governments definition is the one that pertains here.
