Again the question may not be directed exactly at you. But clearly some people were quite happy with the results that fit their viewpoint, despite it having always been a "popularity contest" due to being a poll of people.

Apparently in 2014 Obama was considered the worst which kind of fits with my hypothesis that the most recent president will be considered the worst as people know of them better.

I agree with this, but that doesn't necessarily mean that the most recent Presidents are the worst. We just know the most about them.

 

It's a challenge because I think there are two component and they move in opposite directions:

1. Personal familiarity - Declines over time

2. Historical evidence/information - Improves over time

 

It's hard to judge a President in terms of how "good" they are when they are currently active. A lot can change. So over time the actual historical basis for your decision will improve, but at the same time your personal familiarity with the President will decline.

The only thing about your second item is that this can also change over time.  Nixon is a great example, if you really go back and study his first and partial second term you will see he did a lot of good things, but history often paints him as the absolute worst due to one big event that we don't even blink an eye at nowadays.  I still think when it comes to polling, especially in relation to comparing presidents from the past 70 years or so, your first item will have much more weighting.  Heck, how many people even know who was president prior to their lifetimes.
