This is what I found on USCIS website

A. Three-Month Residency Requirement (in State or Service District)

The applicant must have resided in that location for at least three months prior to filing.

I am helping a family member citizenship.

Her 5 years anniversary date is Dec. 7 2018.

So to my understanding she can file 90 days before Dec. 7 2018. (which I assume should be around sept. 7 2018)

But since she has recently moved she needs to prove that she was resident for at least 90 days from where she intends to file her application (her new resident)

So my understanding is ..if she wants to file 90 days early for example sept 7 2018 ..she  needs to prove that she was a resident of that new district from

June 7 2018 correct?

Also, I have asked before but I am still confused apart from utility bill, state ID or rental agreement what else can be sufficient enough to prove

3 months residency requirement ? and when does she needs to prove this 3 months residency?

When you move you are entitled to update your address with DMV as well. Any govt related mail addressed to your current address will also be a good support. If your local post office has any kind of communication addressed to you guys will as well work out in this case. I have seen in the past some of the folks were denied because they did not support or prove their residency requirement of 3 months.

In a gist (for last 3 months)

1. Electricity bill

2. Lease or Rental agreement

3. Insurance bills (you can change your address)

4. Gas / Heat bills if applicable

5. Internet/Phone utility bill

6. Mobile phone bill (at&T or others)

7. any correspondence mails that are addressed to you in your new residence

8. Bank statements (if you have mail options) addressed to you

9. Go to your local bank and get a statement from them relating to your address update as well

10. Company related address update (like appointment letter, beneficiary, pay stubs addressed on your new address) - even though your wife might not work, your pay stubs will be useful for her as you are married and she will be updating and claiming in her application the same with her current marital status.

the above is some of the exhaustive list but you will find more details from other folks. The best solution, gather as much info as possible (even if we think it is redundant or not useful). You will never know which will be your savior? USCIS is known for surprises. So be prepared. Good luck! 2 cents

Ok ..wondering when does USCIS ask for 3 months residency proof ? I mean we need to submit proof along with application or we  need to  bring at the time of interview (and show the officer if they ask)

For sending-in the application, correctly listing the addresses and the dates which you've lived at on the application them is enough. If your application is online,  don't you have a way of uploading things? You can upload a minimal set of things which shows your residence of at least 3 months prior to submitting your application.

You can bring the rest of things during the interview. I doubt they'll ask, but it's better to bring more things.

If your friend moved to a different city within the same State, then they are ok with just listing the addresses on the application.

If your friend moved to a different State entirely, the IO may require proof of the 3-month residency in the new State before the N400 was filed.
