F4 Interview Date

I got welcome letter for my brother on 23rd March 2018  Finished all paper work on jun 13th, interview is in que, and from Burma(Myanmar), since not much people apply immigrant visa in my country,  is there  possiblity to get interview date before priority date? MY priority date is Feb 9th 2005.

Nope

Priority dates are there to make sure the visa process works on a first-come-first-served basis

no jumping the line just because you live somewhere there are not a lot of immigrants!

They cannot issue a visa before an immigrant visa is available (which is what the PD becoming current represents).
