I am trying to make a payment online through the USCIS web site for Form I-131A.  My US permanent resident card is dated - issued in 1979 prior to 10-year renewal laws went into effect.  It is still valid, but the A # is 8 digits - one digit short of the required 9 digits.  The system says it cannot "find" my number even when I enter a "0" after the A, which is what the USCIS "help topics" suggest.  I also cannot seem to get a hold of a live person at USCIS to help me process this payment.  Without proof of payment, I cannot attend a scheduled appointment at the Embassy, which I've already tried twice here in Paris.  I'm just trying to obtain a Boarding Foil/Transportation Document so I can return to the US.  Does anyone have any suggestions?
