Lost EAD/AP Card While in the Philippines

I had to rush back home to the Philippines as my mother was ill. She passed away 2 days ago and on top of my grief and distress over her death, I think someone stole my wallet (where my EAD/AP card is) that I left in my purse at the back room of the memorial chapel where my mother's ashes are being held. It's all such a terrible situation at such a terrible time. We are still trying to look for it but we haven't found it either at the chapel or my house (the only 2 places I have been), nothing in our cars either.

 

I would appreciate your advice on what to do if I truly had lost it. I am scheduled to fly back to the US in 2 weeks. I have my Philippine passport, marriage certificate, photocopies of my EAD/AP card, as well hard copies of my NOA1s for everything too.

 

Should I reschedule my flight?

So far, from what I'm reading, it seems my biggest problem would be boarding the plane from the Philippines. Once I arrive in the US, I can just go to secondary screening and they can pull up my file and find my records. Is this correct?

 

If so, I have a valid tourist visa (which is in a previous, expired passport). That visa is still valid until 2021 and was not crossed off or invalidated or anything by the US Embassy. Would I be able to just show that to the counter at NAIA so they can let me board? The problem would be that they will ask for a return flight... :/

 

I don't know what to do... I'm hoping they let me board with photocopies and NOA1s but I don't know :(

i think you need contact embassy they give u paper  called transportation paper without it you wont be able re enter US

 

 

The Permanent Resident Card is also called USCIS Form I-551. This article describes lost/stolen green card while traveling outside the U.S. If it was lost/stolen while in the U.S., read Replace Green Card. ... Immediately report a lost/stolengreen card to the local police station

 

Visiting the local US embassy or consulate is important because officials can arrange a “letter of transportation” for you. You will need to file a form, submit passport photos, and pay a filing fee in order to get a letter of transportation. You will also need to have a valid passport. The letter of transportation will allow you to re-enter the US without your green card. Once you are back in the US, you will still need to file USCIS Form I-90 to replace your lost or stolen green card.

This is for a green card though. I read on other forums that it's different when it's just AP... I don't think they issue a letter of transportation for AP...

You can't use your torusit visa anymore. So don't try that.

AoS

03.2015 - AoS started.

09.2015 - Green Card received.  

RoC

24.07.2017 - NoA1.

01.08.2018 - RoC approved.

The airlines will get a major fine for letting you on the plane from DHS or USCIS. So they are not going to let you board, you can get back into the USA if you could make it to a POE, but I am confident that isn't going to happen without proper documents,  nothing you stated will work.

 

As all others have stated you need to contact the US Embassy and get the issue resolved there.

if you have read all the other threads of people who have been in a similar situation, you will read that ALL of them have contacted the US Embassy and none of them got anywhere through that route. The transportation paper or boarding foil that people mention above cannot be issued for people with just AP (because obviously people undergoing AOS and have AP does does not have official resident status yet). You can anyway try the US Embassy first like what others suggested above and see what happens.

 

Your biggest hurdle is convincing the airline to let you board your flight. There were two people on the other threads who were successful, albeit not without a lot of difficulty. One (more or less)  pleaded their way into all their flights until they got into a POE and the other managed to get an airline rep to call a CBP officer who deals with issues like this and who then advised the airline to let the passenger board their flight. Once they were at a POE, they were allowed in.

 

the other way that i think may work is if you can get yourself into a 3rd country that you do not require visas for (or one whose visas are easy to get for PH nationals) and that has a US preclearance facility. As long as you can get yourself into a POE, that is half the battle won already. 

 

I am sorry to hear about your loss and i wish you luck and hope you can find a way to resolve this issue soon.

Hi doggieandsam, this is correct. I've done extensive research, and those who have had this experience weren't able to get any help from USEM because of the reasons you outlined. I even private messaged one of the people who has had this happen to them and they also told me the best thing I could do is to show up at the airport hours in advance to try and convince the airline to let me board the plane. I would have no problem at PoE as they can just look me up in the system.

 

I will try to call USEM tomorrow regardless but I highly doubt they can do anything for me. 

 

I also will try and find a way to appeal to the airline as early as now.

 

This is such a highly distressing time in my life and so unfortunate that this all is happening at the same time. I will keep everyone posted on my progress.

Yes, this is only the 4th day after my mother's death, and today is her burial. It sucks that I can't just focus on grieving over my mom, because the intense stress over this matter is taking over my thoughts. Why would anyone take the wallet of the person who JUST lost their mother?! It happened in the memorial chapel where my mom's ashes are, and my ID is inside the wallet, so they must know who I am.

 

Anyway, trying my best to remain calm over all this and just find solutions. Have been asking my mom for help, maybe she can pull some strings in heaven and ask angels to bring me my wallet back haha. Sigh.
