Trying to understand re entry from mexico. My friend entered the us Sept 2017, visited cancun for vacation in January 2018 and re entered the us and was given a new i94 which will expiry in July if she stays in the us until July does this mean she has over stayed. She had called CBP the next day  and they told her she could stay until july

Nothing is 100%.  Don't count on this happening every time.

Furthermore, VJ gets many reports of Indian parents using visitor visas to live in the US part time.  Many of them facing negative consequences after abusing their visitor visas to essentially live in the US.

Yes she can stay until the end date of the I-94 before being considered an overstay

Sounds like someone made a mistake in her favor on entry from Mexico, technically she should have had to remain within the original i94. But if it’s in the system that she can stay till July as it seems to be that should be ok. Bear in mind if she tries to come back anytime soon after that she may have hassles given that she will by then have spent the better part of 10 months in the US. If I were her I would take at least a year before trying to return again.
