Submitting I-129F and going through process while traveling

Hi everyone. I've been looking around these forums for a while but wanted to ask a question.

Here are some basics: I am the petitioner and a US citizen, my fiancé is from Saudi Arabia. I haven't submitted the I-129F petition yet, but I plan to once I have everything lined out. 

My fiancé is currently traveling in England on a visitor Visa valid for 6 months. We are wondering if it would be possible for us to complete the petition/application process while he is in England through the local embassy there, rather than traveling back to SA (if the timeline does not interfere with the length of his visitor visa that is). He was planning to stay in England for quite some time before the K1 petition is approved and the visa is issued, hoping to come straight to the US from England for our wedding. This is primarily for convenience, but we are also concerned about SA's religious/cultural discrimination since I am not of the faith or a resident of Saudi. 

 

Does anyone have experience or advice regarding this?

he doesn't have a legal residency in UK so he can't interview there. Even if he could, the current processing time for K1 is way longer than 6 month
