yesterday,I received a jury duty letter for early Aug.  I am not a citizen yet and my oath ceremony is scheduled for the end of July.

Could I send proof that I am not a citizen so they could spare me?

I would inform the court of your exact circumstances. Tell them you are not a citizen, that you are set for naturalization on such-and-such date. I'm betting they'll drop you from the roster because until your oath day, there is no guarantee that you will be a citizen. It also represents a flaw in their jury pool if they've got non-citizens in their list.

Most counties go by "do you have a driver's license".  I've gotten a jury summons and I provided evidence I am not a USC.  Even though I have always said when getting my DL that I am not a USC and cannot vote.

I agre that the system is flawed.  And I also agree that the OP should skip jury duty at this point.
