You need to reword the question cause I'm unclear what your asking myself... you said "K-1 visa and I came to the US"..... are you talking about the K-1 visa interview at the embassy in Manila or you talking AOS interview for the green card? by your timeline you're waiting for NOA2 still so yes, for the embassy the beneficiary needs to show a CENOMAR. for the AOS in the US if you have an interview, no then you don't for that.

See the attached link. As far as I know you won't need it if you weren't living for at least one year in the Philippines upon reaching 18yrs of age. I am the same as you but I was 17 turning 18, was born 1990, when we moved in the US, March of 2018, so I am still under 18 at that time. .

I think he/she is the petitioner. And that he/she was originally from the Philippines and that if his/her fiancé/fiancée (the beneficiary) will still need his/her CENOMAR for the K1 Visa Interview.

I am hoping I got his/her question right. Lol.

No.  Only if you were 18 or older before you left the Phils.

From the embassy website:  A CENOMAR is also required for a petitioner who was born in the Philippines and lived in the country for at least one (1) year upon reaching the age of 18.
