  A lot of people got time outs not for the contents of a single post, but for carrying on way past the point of getting warnings over and over for multiple posts. If the offending post seemed somewhat benign, often it was the cumulative effect of several posts that were not.

Not a lot, and not even most of the time.  Because say something negative about Obama, and you were labeled racist, reported, ad got gulag time, no woranings needed.  Ditto muslims.  There were some as you mention, and they are long gone now, on both sides.  

At one point, there was a metric butt-load of reporting going on, and even secret FB groups of people who talked about posters here and ganged up on the reports to get people kicked.  Thankfully, that lasted even less time than the Dodo birds...

Well yeah, the TOS on that is pretty clear: Post Content intended to degrade, intimidate, or incite violence or prejudicial action against a broad demographic or group of people identified by a unifying trait or characteristic (discrimination). For instance, racist or sexist content may be considered hate speech.

   I think there may be some mis-remembering going on here, and it's not coming from me.  Negative comments specifically about Obama are not against the TOS. Racist comments are. Failing to stop bickering or constantly detracting from other's use of the forum by repeating the same thing over and over after being warned are definitely against the TOS. The problem for some is by the time they realized they went overboard, they were already sunk.
