So do I need to send evidence of relationship (join accounts, lease, etc.) as soon as we apply for wait until the interview.  The step by step guide indicated the interview, but I've also read the opposite.  I don't see any way we can get the social security number and get her added to everything in time as we only have about a month left.  Any suggestions???

Both. You need to send what you have when you put in your application and start accumulating everything for the interview.

Realistically at that point all we will have is photos together/at the wedding and the marriage certificate.  Is that going to be an issue?

Can you get him/her on your banking accounts? Add them to your life insurance? My credit union and work both offer free policies I easily added my spouse to. There's also car insurance, rental contract, etc. The more, the better, but at this point they're understanding. If you don't have much, you'll just need to get more together later on.

It’s going to be nearly impossible to get her added to my bank accounts/insurance. I’m time. By the time she gets her SS number in the mail after marriage we will have like a week before we hit the 90 day mark that she would have to leave

Don't stress. They understand. Just get it done when you can. It's a big transitional time - you're not only newly married and living together, potentially for the first time, but one of you just moved across the planet. There's a bit of understanding to be had :) When you have the time and SS number, make the appointments and do the paperwork. It's not the most fun way to spend a weekend, but it's better than waiting until your interview is scheduled. Having longer records is better, too.
