When you say never register her is it that she does not have a birth paper, passport etc

Because if that's the case you'll have to start by getting her Birth certificate

The best thing to do is to try and contact  RGD, explain to them that his name is not on her birth certificate and you'd like to add his name to it..

I believe they will ask you guys to get some document from the hospital (place of birth).

My brother had to do the same thing for his daughter

If she doesn't have a birth certificate or was never registered, you would have to do a late registration. Go to the RGD website and you can find some info.

My now wife had to do this in the Philippines.  She had to travel to her place of birth three times and finally got the hospital to look through their records to confirm when and where she was born.  It doesn't matter what your husband did or didn't do when she was born.  It is likely that both parents were listed on the hospital birth record, I mean after all her mother was there giving birth to her.  You will have to do a late registration but you don't simply fill in any information you want.

The birth mother could have said I do not know who the father is. Then a hospital record would only have the birth mother. There is more info needed to get to a understanding of what is needed. You might call your passport office and ask them what the need.

This question is honestly going to be very country specific.  I can move it there if you'd like OP since late registration, or acquiring birth certificates, or adding a father onto one, may be best with localized help.

Hi,

I just went through this process of submitting the I-130 without additional information and it caused a long delay in processing.

Your husband needs to register the child with the RGD which will update the birth certificate with his name. He can use a baptism record provided by the Church. You will also need additional proof such as a notarized letter from the first school attended acknowledging him as the father. Also send a notarized letter from a Pastor aknowledging him as the father. You will also need to submit 2 letters from 2 different people-friends/family that were around during the time the child was conceived and can confirm they were aware of the birth of the child and aknowldedge him as the father. They need to include their date of birth, adress (U.S. or Jamaica) and their relationship to your husband. I also had my husband write a letter acknowledging paternity of the child confirming his relationship with the mother and when he found out about the pregnancy and had it notarized. All of this can be done without the help or assistance of the mother (she is not involved in the child’s life).

After the re submission of evidence the I-130 was finally approved.

Good Luck

I believe all you need is for your husband to fill out the blue paper which the mother signs and is probably signed by a J.P in Jamaica of they can send the paper up here and your husband can get it signed by a notary...I call it the blue paper because that is the color of the form.
