Help! Nicaragua Civil Unrest -Singleness Certificate

My fiance born in andcurrently lives in Nicaragua. We filed his I-129F petition in March 2018 and we're currently waiting on NOA2. Due to the civil unrest and violence, the US Embassy has closed down in his country. Tomorrow he goes to the capital (a very dangerous place right now) to get his visa for Costa Rica so he can move to CR and stay there until his petition is approved (hopefully). If approved he would have his US visa interview in CR instead of Nicaragua.

 

He's trying to gather all potential documents needed for the visa/interview before leaving the country because he might not be able to go back. Two questions:

 

1) Any advice for packet 4? Any documentation that wasn't outlined clearly in the packet that we should be aware of? 

2) Can he get the singleness certificate from a Nicaraguan Embassy in another country? It's suppose to be from the Central Civil Registry of Managua... Anyone dealt with a similar situation?

 

Just trying avoid any further complications for this process. Any advice would be greatly appreciated!!

This is about the Nica embassy in CR. Generalmente, los servicios comprenden: solicitudes de visa, renovación de pasaporte, registro de matrimonio, legalización de documentos Nicaragua y más (taken from https://www.123embajada.com/1/6151/Nicaragua-en-San-Jose). Not sure if "mas" means they have access to birth records, singleness  certification stuffs. Can your fiancé try to call the Nica embassy in CR and ask?

Thank you!! We called the Nicaraguan Embassy in CR and they couldn't help with the certificate, but my fiance was able to get it today in Managua! Thanks so much for your help. He's heading to his CR visa appt now.
