Did they give him any sort of form at all? Giving back his passport generally isn't a good sign but he may just be going into AP while they review all documentation.

Did they put a sticker behind his passport? Usually when they give back the passport, they're requiring more information and that would've shown on the documentation.

Does he not read French? It looks like they determined your application is missing some information and if you return it to them attached to that document, they'll consider the visa again. Basically you guys didn't provide enough evidence but it doesn't look like a rejection to me.

The box checked at the bottom is for proving there's a bonafide/ongoing relationship between the two of you. The CO wrote down call logs and facebook/whatsapp logs and underlined is phone bills (likely to prove communication between you) and photocopies of the petitioner's passport pages (to prove you've been in the same country, I'd think).

Does that help?

I would contact your congressperson to see if they can dig into it and find out why they want you to send in the proof, since all we can really do is guess. Maybe they assumed he didn't have it with him? Without being there, it's hard to say.

Best of luck!

Maybe there was some confusion with the interview process? People get very nervous and miss simple things (my wife accidentally said she was born in Riyadh...she worked there, but certainly wasn't born there!).

Either way, get he evidence to them so they can review it and consider the visa again.

There really isn’t anything a congressman can do at the embassy level. If I were you I would just send his passport along with all the documents they are requiring and see what happens there. If they just need more documentation on your relationship, gather as much good hard evidence that you two are in a relationship and send it all back to them like they requested then wait a decision. Giving back your passport is never a good sign but at least it doesn’t sound like you got a denial. If you get a flat out denial you can’t appeal.

I’m not sure about that. I don’t know that app but maybe you should contact them to see if there is an official statement you can get from them. That would be better than taking screenshots. But if screenshots are all you get then that’s what you do.

So they gave you a letter and asked for some things. I would just give them what they ask for, pay no mind if you have given it already or had it with you at the interview.

This is not an uncommon issue dealing with the visa process as a whole.  They ask for passport photos when you already sent them, they ask for proof you visited the country when you already provided it.

Sure it is a pain in the ###, but is sending things twice or three times will satisfy them I suggest you just do it!.
