Best way for parents to move to USA

Question - my mom and my step dad want to move to USA in 2-3 years. When I am a USC I know I can get my mom across pretty easily with a year wait. But she did not marry my step dad until after my 18th birthday. So what are the best options for the two of them? They have some money to play with. So start a new business in the USA and create 10 jobs? That can get them an investment based residency right?

Are there any better options?
