I-130 - Part 4: 61a and 62a

Hi there! My husband and I currently live in Chile (I am American, he is Venezuelan), and we are filing the I-130. I assume that we should leave question 61 blank (as we are not in the United States). But I am not sure what to put for question 62. On the USCIS website, it says that if you live outside of the US you should still send the application to USCIS in Chicago, Illinois. But question 62 asks which U.S. Embassy we will apply in. Should I put the one in Santiago, Chile, even if we are not sending our application there? Or should I leave them both blank? Thanks!!

Yes.  You are not sending an application anywhere.  You are filing a petition.  When your petition is approved, the foreign spouse will apply for a visa.  (In your case, in Santiago, Chile)
