NOA2 Direct to Consulate

Hello all,  I just received my NOA2!! (After an entire year)  The letter says "The above petition has been approved, and forwarded to the listed consulate.  Please contact the consulate with any questions about visa issuance, or if you would now like them to forward the petition to a different consulate."  On my NOA2 form it doesn't list the specific consulate (but I know it goes to Ciudad Juarez, Mexico) nor does it list a phone number (which I've googled and only get automated answering services).  Has anyone else had their petition go straight to the consulate and bypass NVC?  I'm trying to make sure they have an email address to send the instructions for how to apply directly to my fiancee.

They ALL go to NVC. Even though the letter you get says that it goes directly to the consulate, it does not.

I can explain it to you. But I can't understand it for you.
