Vietnamese version of 10 year residency

Timeline

Does anyone that has been through HCMC have a Vietnamese version of a 10 year residency letter.  I know one is required from the sponsor and applicant and we are just having a hard time finding a template.  My wife ask people in Vietnam support groups but no one seems to know what she is talking about.  Can't seem to google it either.  Any help would be much appreciated. Thanks
