I am a US citizen. I've applied for two of my sisters with down syndrome on 2015 with I-130 form. Only received the notice that the application has been received by USCIS. I am not sure if there is anything to facilitate the process. My Mom passed away on 2013 and my dad has chronic asthma and is not able to take care of them and they are in Afghanistan with zero help and any medical help. Appreciate your help

Asthma is not a debilitating disease if treated.  Send him the funds to receive appropriate medical care and medications.

Your sisters are in the back of a long line and could very well be denied as potential public charges if they have not receive the education and training to be reasonably self sufficient which is quite likely given where they live.  Institutionalized care for the disabled is frequently funded by Medicaid.  You can fund their care there or in a nearby country far cheaper than in the US or at least in the interim until they can be considered for green  cards if you choose not to go to Afghanistan to care for them and your father.

I am not unsympathetic to their situation, but in my state we already have tens of thousands of disabled individuals in line for assistance, and I am in a relatively small state.  My child (a native born citizen) is unable to get assistance and does without the most effective meds due to their cost. There is simply not enough help or money to serve people already in the US by birth or legal immigration.
