We tried using the document finder, but Turkey isn't listed. Has anyone ever run into this problem or had to write a letter explaining why they could not provide a document? 

Do you have the Turkish police report in his native language? If so then have it transcribed and authenticated by the ppl who are doing the translation. Simple process.

I know that they were at the embassy in Germany. And there one lady said if the case gets approved it takes 7-10 days to get back the passport with the visa. What I didn't know is that they got a 221g (or whatever) I thought her fiance got an approval

The lady told us he was approved pending the 2 paper requirements needed and that it would only add 2 extra days to the whole process. Now that they have had them we have waited longer. When i emailed them they said “it could take days, to weeks or longer.”  😢

What they are telling you is correct. You can't depend on any time quoted by any governmental agency.
