You should email NVC (NVCINQUIRY@state.gov) to find out if they have your file or not. Sometimes, it takes a while for them to enter everything into their computer system, after that NVC assigns a case number. When you email NVC, make sure you write down USCIS Receipt number in the subject line and mention the names and date of birth of the petitioner and beneficiary in the email. If you have a new address, make sure you give it to NVC on that email.

After contacting NVC once again and USCIS and you still don't have an answer on where your case might be, you should make an infopass appointment to find out what is going on. If that doesn't work, then you should contact your local representative (senator or congressman) to see if they can find out what is going on for you.
