Nigeria is definitely a country where "red flags" shine brighter than from almost all other countries.  To that person, here we generally use "red flag" to refer to case specific circumstances that need to be addressed, not to "countries".

Facts are cheap...knowing how to use them is precious...

Meh. Having passed through the Lagos consulate several times (for immigrant and non-immigrant visas), I can tell you that you overstate the issue. I could tell, by simply listening to the interviews (which are typically conducted in an open hall) which applicants were likely to be granted the visa and which were not. One guy claimed he was going to a real estate conference in Las Vegas to network with Bill Gates. Need I say how that interview ended? 

 

It's the quality of the applicants/applications, not the country itself, that is the issue.
