USCIS is all about the petitioner. NVC is about the Beneficiary.

Actually, the USCIS sent me an RFE due to my foreign fiance not having a signature on her notarial certificate of divorce from China (which China doesnt do) so apparently they do pay attention to a foreign spouses divorce decrees when sent to them.

It was one of the requirements listed to be submitted to the USCIS and they specifically listed his name and that of his ex.

I know that I will have to submit copies of everything to the NVC as well
