My fiancee's annulment has been approved and she is waiting for the annulment to be recorded at the NSO and PSA, but her annotated Marriage Certificate will take another 2 and a half month or so.  Do I need this with my K1 Visa application or will the record of her annulment be enough for the application to be approved.  Then at her interview she can present the annotated Marriage Certificate or do I have to wait ?

I did a search on google and find a similar situation a few years back in this forum stating it is ok to just submit the record of the final judgment of the annulment.

So that is good news!

I am in that same boat I just sent in her CENOMAR and on the CENOMAR it states that her marriage is null and void. I do have all the other certificates they issue including the annotated marriage license. I only understood they asked for the CENOMAR in the K1 packet. Once the beneficiary has the interview they will need the other certificates there on their end or at least that what I understand at any rate should they send me a RFE I have all the other documents. You should make sure you have all the certificates too their are quit a few. In the Philippines an annulment is quite the paperwork shuffle. Also if you are not from the Manila area check into the electronic registration/filing of her documents. My fiancee got her documents in just a few weeks instead of months using electronic registration, but you'll have to check with her province to see if it is offered there my fiancee is from  the Leyte area.
