Case became Administrative Processing to "Returned to NVC"

Hello, We attended a K1 interview in Mumbai consulate India, last February. The CO handed over a 221(g) after the interview and our case was showing 'Administrative Processing' since then. We inquired multiple times and made the congressman to intervene in the case. And got replies that our case was still in AP.

 

But when checked today, our the case status changed and it currently showing "Returned to NVC". Is this the end of our K1 petition? Kindly help.
