If your getting married in the municipal hall then going to the USA then I would say forget about that requirement until at a later date. Since you will have to do it to register your marriage with the embassy it is up to you if you want to do that na or at  later date. When do you plan on moving to the USA?

Plano po sana ASAP after ng marriage namin dito after ng Pag change ko ng passport at etc. Since twice na deny nako sa US  visa application kaya dito na po namin balak tapusin lhat..:(

So you got denied 2 times for a application, was this a tourist or a fiancé visa? So is your fiancé living and working in Japan, military na?

 

 

If it was a tourist visa then it is VERY common for Pinoys to get denied for a tourist visa, my asawa got denied 1 time for a tourist visa before we filed for the K1 visa.

Tourist visa po, Wala po siya dito he’s only gonna come here para magpakasal po kmi.. Opo military po naka station po siya sa Washington State ngayon..

Ahhh then getting married and changing your passport WILL NOT increase your chances for a tourist visa. I am sorry to say but it will make your chances for a tourist visa even less so now that you two will be married because the immigration intent would be stronger than it was before. So my best advice is to file for the K1 fiancé visa or get married and file for the CR1 visa both are taking about the same amount of time right now but the CR1 will give you the ability to work right away and to have the green card right away.

Walung Anuman po. Sorry to bust your bubble like that...   He does have to visit you first before you file for the K1 visa though.

None of that applies if you are not both Filipino and are NOT getting married at the Philippine embassy.   If you are getting married in Japan then you follow Japan's requirements.    (Embassy is not Japan.. ;)  )

 

A Marriage License may be issued to couples who are both Filipino nationals wishing to get married at the Philippine Embassy in Tokyo. Both parties must submit the requirements relevant for them.

Personal appearance in the Embassy of both parties is also required.

 

After marriage you may want to complete Report of Marriage at the Philippine consulate ... advice/consent is not needed then either.

I totally agree with Cyberfx on this ... married won't help with a tourist visa.   

 

After marriage start the I-130 IR/CR-1 visa process at USCIS.

Plus her fiance is a USC, not Filipino so marrying at the Philippine embassy was not a option anyway.

Actually, it is an option, albeit definitely not the best one available of course. Anyway, yes this is no longer applicable to the OP but I just wanted to clarify that this option is available in case somebody else have the same questions in the future.

 

I am going to cite a Dubai example because that is what I am most familiar with. So, any Filipino expat that lives and works in Dubai can choose to get married within the Philippine Consulate in Dubai, officiated by the Philippine consul or ambassador. The other party can be any nationality, it doesn't matter, as long as one party is Filipino. In this case, I reckon the requirements will include the same requirements as if one is married in the Philippines (ie letter or consent, CENOMAR etc). I reckon, this procedure will be applicable and is available to any Filipino anywhere in the world, as long as there is a consulate / embassy where they are. I cannot imagine how many times the consul or ambassador has become a ninong / ninang this way! LOL

Hmmm, I stand corrected. Just checked the Phil Consulate website and it also says both needs to be Filipino. Nevermind then, please disregard my comment above.
