Hello, When you sent that email did they confirm that it’ll be rerouted to Pakistan?

As far as I know:

 

Transfer can only be made after NVC receives it and assigns a number. Because regardless of the embassy put down on the I-129f, NVC sends the file to the embassy where the beneficiary lives (even if other embassy mentioned). If you are waiting for noa2, I would think you asked for a transfer request from USCIS, which may not even apply by the time you get to NVC.

 

I would simply wait for NVC to receive your case to confirm. because many people ended up getting their case sent to the embassy near beneficiary's physical address.
