N400 applied with I751 still pending

You missed a few steps ( and a few years , it seems ) in bringing your minor stepchildren to the US….but I will assume that was a calculated decision on your part. 

You could have filed I-130 at the same time as you did for your wife, or she could have filed as LPR the moment she came in…but you have a chance not to waste $$$ filing N-600 they don’t qualify for yet. 

 

She should file I-130 for them ASAP as LPR and the petition will automatically upgrade once she Naturalizes / oath ceremony….and will freeze their age as she prepare for the long road ahead.
