... what visa should I be considering?  It has been a long process for us.  We have known each other for 5 1/2 years.  Now that she has her annulment we can get married.  We were planning on getting a K1 Visa, but we will likely move to the Philippines in two years.  We could be together here in the US if I proceed with the K1 visa, but once we move to the Philippines after just a year here, her status as a permanent resident will be forfeited. Right? Should I just wait another year and get a visa to go there and marry her?

I would wait and just file for a visa to go to her.  If she isn't going to be living here long term there's no point in filing for the visa as it will most likely take 9 months to a year to process and if she stays outside the states too long she will lose her status.  It'd be a waste of money imo.

Do you or do you expect to have Social security Benefits in the future or perhaps retirement benefits provided by the US Gov?   Not to be Morbid here, not my intent, but for future planning she would not be eligible to receive your SS benefits should you pass before her if she is not a citizen of the USA.  As such, if you went the K-1 route and then maintained residency in the USA long enough for her to gain citizenship then there could be benefits.

An additional consideration is if she does not have a US tourist visa then her gaining a K-1 and then you moving to the Philippines, surrendering the greencard and applying a tourist visa once you are established in the Philippines could also be a likely path to a tourist visa that she would be more likely be denied if she didn't have a K-1 and a green card she gave up.

-

Finally, if she has a valid K-1 Visa in her passport and some time spent in the USA it makes all manor of other things potentially easier.  Call center job?, other country visas, some countries would even let her enter without normal visa requirements and a K-1 visa is likely to increase her chances of other visas being granted in the future.

From looking at your profile you've already started the process... I'd say see it thru having the K-1 and eventually a greencard gives you options and the ability to change plans
